Step 1: Carry the following documents with you:
Form 20 - Application Form for Registration
Form 21 - Sale Certificate
Form 22 - Fitness Certificate
Sales Invoice
Life Tax Payment Receipt
Temporary Registration Certificate
Address Proof (any Government proof, even a Gas Passbook Copy will do)
Copy of Insurance Policy
(All of them will have been given to you by your Dealer. If not, demand them to provide those documents. You may have to make triplicate copies for Form 20 in case the vehicle is purchased on finance).
Step 2: Get into the queue to have the Documents verified. Once done, pay the requisite fee in the Cash counter (visible right in the front of the RTO Office as you enter). You'll get a green colored receipt on the spot in two copies - Original and a Carbon copy. Even the Document bundle will be returned to you. You are expected to staple the Carbon copy of the cash receipt to the Document bundle and keep the other as an acknowledgment. For a 4 wheeler, the Fee is Rs.635/- in case the TR was done less than 15 days ago, and if it's more than 15 days and less than 30 days there's an extra late fee of Rs.25/-. For a 2 wheeler expect significantly less, perhaps half of it. (Anywhere from 15 min to 30 min depending on the queue size)
Step 3: Go into the same counter through the other queue, this time to sign on a Digital Pad. (5 to 10 min at the max)
Step 4: There's some higher Official sitting in an air-conditioned Office. Ask any of the Brake Inspectors (those in Khaki Uniform), they will guide you. The Official will simply counter sign on your Documents' bundle. He will also tell you to get pencil imprints of the vehicle chassis number on the Form 20. You should do it on your own; if you are carrying your own pencil, and know where the chassis number imprint on your vehicle body, this is a job of 5 minutes.
Step 5: There's an inspection counter (will be clearly visible - new vehicles will be presented in a queue to the Brake Inspectors here). You are supposed to give your Document bundle to the Brake Inspector and bring along the vehicle in the queue. One guy will be sitting and the other guy will come to your vehicle, read out the Chassis Number and the sitting person will verify it. Then you'll be asked to leave. (Takes 5 more minutes).
Step 6: Late into the evening the same day permanent registration mark will be allotted to you. You can check it online

Step 7: 3 weeks hence, you'll get the RC Smart Card via speed post. If you don't, check the Document Delivery Status online. In case it got returned back to RTO, please visit them between 3 to 4 pm any working day with your green colored cash receipt + ID Proof & it will be handed out to you.
That's all there to it. No need for any agent/middle person. There's absolutely no harassment or trouble. Don't be surprised if you get a big grin on your face by the time you are out! And there'll be a neat saving upto at least one thousand rupees (because you've eliminated the middle person), that's the blessing in disguise.
To avoid mad crowds, please visit the RTA around 11:00am on a working day (not saturday).
